Professional Tax for Chennai Businesses: A Registration and Compliance Guide
In Chennai, professional tax is collected by the Greater Chennai Corporation itself, not by a state tax department. Every company, firm, professional and employer working inside the corporation limits registers with the Corporation, receives a permanent number called a PTNAN, and pays half-yearly on income slabs the Corporation publishes. Because the slab table has been revised more than once, the current table on the Corporation's website, not an older guide, decides what you owe.
What this obligation actually is
Profession tax in Chennai is levied by the Corporation, and its Revenue Department's page cites section 117-B(2) of the Tamil Nadu Urban Local Bodies Act, 1998 (as amended) as the basis. The Corporation's Revenue Department lists four groups that pay it: individuals, private establishments, salaried people (including central and state government employees) and companies. Every company transacting business, and every person engaged in a profession, trade, calling or employment within the city limits, is expected to pay.
So the underlying law is a state Act, but the assessee number, the assessment order, the collection counters and the portal all belong to the Greater Chennai Corporation. That is different from Karnataka, for example, where professional tax runs through the state Commercial Taxes Department. A payroll process built for a Bangalore office will not carry over to Chennai unchanged. Assessments are verified by the Assistant Revenue Officer of your zone.
How registration works on the Corporation's citizen portal
The Corporation's own procedure note for registration and payment of profession tax describes an online route that runs roughly like this:
- Open the Greater Chennai Corporation website, go to Online Services and the Citizen Portal, and register with a mobile number and email address. User name and password are sent to you.
- Create the self-assessment application inside the portal and submit it.
- Upload the supporting documents. The Corporation's list covers the Registrar of Companies certificate, the memorandum and articles for a limited company, proof of an office in Chennai (marked mandatory), a certificate from the Commercial Tax Department, PAN or bank account details, and employer and employee details (also marked mandatory).
- No fee is payable at the time of submission. On submission an acknowledgement slip is generated carrying the profession tax registration number, the PTNAN.
- Pay the tax online or through another available mode, then download the assessment order from the Corporation's site.
- The assessment order moves to the Assistant Revenue Officer of your zone, who either confirms it or revises the demand if the assessment looks too low.
What to have ready before you start
- Certificate of incorporation and memorandum and articles for a company. For a firm, trust or individual, ask the zonal office which constitution documents it accepts.
- Proof of the Chennai office: lease or ownership papers matching the address you will declare.
- The certificate from the Commercial Tax Department that the Corporation asks for. If you are unsure which document the Corporation accepts for your business, confirm this with the zonal office before uploading.
- PAN and bank account details.
- A current list of employees with their gross half-yearly income, since the tax is worked out on that figure.
How the tax is calculated
The Corporation computes half-yearly profession tax on the average half-yearly income declared by the assessee, using a slab table. The table on the Revenue Department's page shows three columns: the schedule up to 31 March 2018, the schedule from 1 April 2018, and a further revised schedule from the second half of 2024-25 (shown on the page as II/2024-2025). That history is the reason not to work from a remembered figure. The slab amounts are on the Corporation's page and calculator; this article does not repeat them because they are revised by the Corporation.
For employers, the Corporation publishes a return format (Form 1, under Rule 5(1)) headed as a return for recovery of tax from the employees and officers working in an establishment for a half-year period. It asks for the establishment's details, the existing PTNAN, and for each employee the designation, gross half-yearly income, the tax deducted and paid, and challan or cheque details, along with the number of employees and tax paid in the previous half-year. The Corporation's online calculator also splits the total into an employer's amount and an employees' amount, so it is worth running it before you fix the payroll deduction.
Payment can be made on the Corporation's website by card, at the e-seva counters at zonal and division offices, or through the hand-held devices carried by licence inspectors.
Half-years, and when the money is due
Tamil Nadu counts profession tax in two half-years, April to September and October to March. The Corporation's revenue page does not publish a payment cut-off date, so do not rely on a date quoted by a payroll vendor. Confirm the current last date for each half-year in the Citizen Portal or with your zonal office and calendar that.
Profession tax is not company tax or property tax
The Corporation's Revenue Department also levies two other taxes that businesses routinely mix up with profession tax. Property tax is charged on the land and building. Company tax is a separate half-yearly levy on companies, based on paid-up capital, and the Corporation's company-tax page says it applies to a company that transacts business in the city for at least 60 days in aggregate in a half-year. A company with a Chennai office can therefore face a company-tax demand and a profession-tax demand for the same half-year. They are listed as separate levies, so check your zone's demand notices for both.
Common mistakes
- Filing a second registration for a branch or a new entity without checking whether a PTNAN already exists. Duplicate numbers cause reconciliation trouble at renewal.
- Treating the half-year slab as a monthly amount and deducting the full half-year figure every month.
- Assuming the Bangalore or Hyderabad payroll calendar applies in Chennai.
- Paying without keeping the acknowledgement or receipt for each half-year next to the registration acknowledgement.
- Ignoring the assessment order. The zonal Assistant Revenue Officer reviews it and can revise the demand, so read it rather than only paying the figure on screen.
A practical way to handle it
Start by confirming whether the business, branch or individual professional is already covered under an existing registration before applying afresh. Duplicate PTNAN numbers create reconciliation problems at renewal. Once registered, treat the half-yearly cycle as a standing calendar item rather than a one-off task, and keep the acknowledgement or receipt for each payment cycle rather than relying on the portal's payment history alone.
- Confirm whether the entity, branch or individual is already registered before filing a fresh professional tax application.
- Record the PTNAN and set a recurring half-yearly reminder tied to the Corporation's published due dates, not a fixed calendar guess.
- Retain the payment acknowledgement for each half-year in the same file as the registration certificate.
Where the risk sits
The slab that applies to a given half-yearly income is set and revised by the Greater Chennai Corporation, and the exact last date for each half-year should be confirmed with it. Do not carry forward last year's figure from memory; check the current slab and date on the Corporation's website before each payment.
If you also run payroll elsewhere, note how much the mechanics differ. Karnataka collects monthly through the e-PRERANA portal of its Commercial Taxes Department, which is a different system with a different owner. Our Bangalore professional tax guide and the Karnataka, Tamil Nadu and Telangana compliance calendar comparison set the two side by side.
Related registrations for a new Chennai office
Profession tax sits next to a handful of other local registrations. The trade licence checklist for a new Chennai business covers the licence the Corporation issues for premises, the Shops and Establishments registration guide covers the Labour Department side, and the Tamil Nadu labour welfare fund guide covers another payroll-linked contribution. PNPC's professional tax service page explains how we handle the registration and half-yearly tracking.
Questions We're Often Asked
Does Chennai use PTRC and PTEC, or something else?
The Greater Chennai Corporation's own procedure note speaks of a profession tax registration number, the PTNAN, issued when the online application is submitted. The terms PTRC and PTEC are the vocabulary of other states' professional tax systems, where an employer's deduction registration and an entity's own enrolment are separate. In Chennai, use the number the Corporation issues, quote it in returns and payments, and ask the zonal office if it is unclear whether an entity and its employees are assessed under one registration or more.
In practice: If you are coming from Maharashtra or Karnataka, do not look for a second entity-level certificate by reflex. Ask what the Corporation's portal actually issued before applying for anything else.
How does the half-year computation work in Chennai?
Profession tax is worked out on income for a six-month period, April to September and October to March, and the slab is chosen by the half-yearly income, not the monthly one. Employers typically deduct across the half-year and remit against the Corporation's return. A common failure is payroll software applying the half-year slab amount to each month, which over-deducts.
In practice: Reconcile the deductions in your payroll register to the half-year slab before you remit.
Is professional tax deductible from the employee's income tax?
Professional tax paid by an employee through deduction from salary has been a deduction in computing salary income, and the Income-tax Act, 2025 that applies from 1 April 2026 carries a corresponding deduction. Whether the employee can use it depends on the tax regime the employee has chosen for the year, and the new regime withdraws most itemised deductions. Payroll should apply it only where the employee's regime allows it, and Form 16 should reflect what was actually deducted.
In practice: Confirm each employee's declared regime before finalising the Form 16 figures. The Income-tax Act, 2025 renumbered the provisions, so check the current section before citing one.
Do I need to register if I have only a few employees?
The Greater Chennai Corporation's procedure and its employer return do not set a minimum headcount. The test is the income slab, and incomes below the nil slab pay nothing. PT is not like EPF or ESIC, which are triggered by headcount. Do not assume you are outside it because the team is small; check the current nil slab on the Corporation's page.
In practice: Check the nil slab against your actual half-yearly incomes before deciding nothing is payable.
What about employees who join or leave mid-half-year?
The slab is chosen on half-yearly income, so a joiner or leaver part-way through a half-year needs a decision about which income is used. The Corporation's published pages do not spell this out, so ask the zonal office how it treats them and record the answer with your payroll notes rather than assuming a proration.
In practice: Payroll tools built for monthly states usually guess here. Check the tool's Tamil Nadu logic against the Corporation's return.
Can I check my professional tax status online?
Yes. The Greater Chennai Corporation runs an online Citizen Portal for registration and payment, with a self-assessment application, an acknowledgement slip carrying the PTNAN, online payment and a downloadable assessment order. Older material that mentions filing with the Commercial Taxes Department or a TNCT portal for Chennai profession tax should be treated with caution; the Corporation's own procedure describes its Citizen Portal instead.
In practice: Save the acknowledgement slip and each assessment order in the same file as your registration papers.
Who do I write to if the demand looks wrong?
The Corporation's Revenue Department lists a complaints route through its public grievance system, a toll-free number and an email for the Revenue Officer, all shown on its Revenue page. Start with the zonal Assistant Revenue Officer who verifies the assessment, and keep the assessment order and receipts ready.
In practice: Tie the declared headcount and income back to payroll records before you raise the query.
