DPIIT recognition under the Startup India initiative is a single national scheme, and a Hyderabad-based startup applies through exactly the same process, against exactly the same eligibility criteria, as a startup based anywhere else in India. The scheme is administered centrally by the Department for Promotion of Industry and Internal Trade (DPIIT), entirely through the online Startup India portal — there's no regional DPIIT office or state-variant application for Telangana.
What DPIIT recognition is
DPIIT recognition is a certification that an entity meets the government's definition of a "startup" — broadly, an entity that is relatively newly incorporated, below a specified turnover threshold, and working towards innovation, development or improvement of products/processes/services, or is a scalable business model with high potential for employment generation or wealth creation. Meeting this definition and being formally recognised by DPIIT is what unlocks access to Startup India's associated benefits.
Because the specific age limit, turnover cap and other quantitative thresholds in the DPIIT definition are set by government notification and have been revised over the scheme's history, this article deliberately does not restate them as fixed figures — check the current criteria directly on the Startup India / DPIIT portal before assessing eligibility.
What recognition can unlock
Once recognised, a startup may become eligible for a range of benefits, each of which has its own separate application or conditions — recognition itself is a gateway, not an automatic grant of every benefit:
- Tax benefits — certain income tax exemptions available to DPIIT-recognised startups, subject to meeting the specific conditions of the relevant Income Tax Act provisions and a separate application in some cases
- Self-certification under labour and environmental laws — reduced compliance burden for a specified period, as currently notified on the Startup India portal (re-check the labour-law position now that the Labour Codes are in force)
- Easier winding up — a fast-track process for eligible startups to close down
- Funding access — eligibility to be considered under government-backed funds-of-funds and certain government schemes
- Reduced patent/trademark fees and faster examination for intellectual property filings
The general application process
- Eligibility self-assessment — confirming the entity's incorporation type, age and turnover fall within DPIIT's current definition
- Documentation — preparing incorporation documents, a description of the innovative/scalable nature of the business, and any supporting material (pitch deck, website, etc.)
- Online application — submitting through the Startup India portal
- DPIIT review — the department reviews the application and either grants recognition or seeks clarification
- Post-recognition steps — where relevant, applying separately for specific benefits such as the income tax exemption, which requires its own process beyond basic DPIIT recognition
Why the Hyderabad framing exists
Hyderabad has a genuinely large and active startup ecosystem — supported in part by Telangana's own state-level initiatives like T-Hub — so there's real local demand for DPIIT recognition guidance from founders navigating both the state ecosystem and the national scheme. But it's important not to conflate the two: state startup programmes are a separate, additional layer, while DPIIT recognition itself is a single national certification with no Telangana-specific variant. A Hyderabad startup and a startup in any other city apply to the same DPIIT portal under the same criteria.
What PNPC does
PNPC Global's Hyderabad office supports startups seeking DPIIT recognition by:
- Assessing whether the entity currently meets DPIIT's eligibility definition
- Preparing the application, including the description of the business's innovative or scalable character
- Coordinating supporting documentation
- Advising on which post-recognition benefits (tax exemption, self-certification, etc.) the startup may separately need to apply for
- Following up on DPIIT queries during the review process
If your Hyderabad startup is considering DPIIT recognition, PNPC's team can assess your current eligibility and help prepare a strong application. Reach out through PNPC's DPIIT recognition service page.
Common reasons applications get queried or rejected
DPIIT most often raises queries where the application's description of the business does not clearly demonstrate the innovation, scalability or employment-generation potential the definition requires; a generic description of a standard business model, without articulating what is genuinely novel or scalable about it, is a frequent reason for a first-round query. Entities that have restructured from one form to another, or that were incorporated by splitting up an existing business, can also face additional scrutiny, since the scheme is intended for genuinely new entities rather than existing businesses reorganised to qualify.
Recognition is a starting point, not the finish line
Founders sometimes treat DPIIT recognition itself as the objective, when in practice it is better understood as the gateway that makes further, separate applications possible. The income tax exemption, in particular, requires its own distinct application and approval process beyond basic DPIIT recognition, and startups that assume recognition automatically confers the tax benefit sometimes discover, only when preparing a return, that the separate exemption application was never filed. Treating DPIIT recognition as the first of several steps, rather than a single completed task, avoids this gap.
What Hyderabad founders often conflate
Because Telangana runs its own state-level startup support through T-Hub and related initiatives, founders sometimes assume that engaging with the state programme also secures DPIIT recognition, or that the two are somehow linked applications. They are entirely separate: state-level support can be a valuable resource for a Hyderabad startup in its own right, but it does not substitute for, or feed into, the DPIIT application, which has to be pursued independently through the national Startup India portal against DPIIT's own criteria.
Central registration, Telangana touchpoints
DPIIT recognition is granted centrally and is valid across India, so the core process does not change by city. The local element is in the state and municipal registrations that sit alongside it: a Hyderabad business will separately hold registration under the Telangana Shops and Establishments Act and a professional tax enrolment, where Telangana levies professional tax monthly, with payment and return due by the 10th of the following month. On the municipal side, following Telangana's February 2026 reorganisation of GHMC into three corporations, trade licences and municipal permissions sit with the Greater Hyderabad, Cyberabad or Malkajgiri Municipal Corporation depending on location, while other municipalities in the wider metropolitan area run their own licensing counters - confirm the current jurisdiction for your premises.
