From BBMP to Greater Bengaluru Authority: What Changes for a Bangalore Trade Licence
The Greater Bengaluru Governance Act, 2024 came into force in May 2025, and the Government's final notification establishing five city corporations was issued on 2 September 2025. The former single-BBMP structure is now organised under the Greater Bengaluru Authority (GBA), with Bengaluru East, West, North, South and Central city corporations. For a trade licence, the practical question is which current body administers the premises and its legacy record; businesses should confirm that through the GBA or relevant city corporation instead of assuming the former BBMP workflow still applies.
Why This Restructuring Is More Than a Rebranding
Bangalore is not the only city to have been restructured: in February 2026 Telangana reorganised Hyderabad's GHMC into three municipal corporations (Greater Hyderabad, Cyberabad and Malkajgiri), so a Hyderabad trade licence likewise needs to be checked against the corporation that now covers the premises. Bangalore's move to a multi-corporation model under the GBA was a structural change to how the city is governed, not a rebranding of an existing office or a routine administrative reshuffle.
That distinction matters for a trade licence specifically because a licence is tied to a jurisdiction. With the jurisdictional map redrawn into five separate corporations under a coordinating authority, the practical questions for any business are which corporation your premises now fall under, which office holds your historical licence records, and which office you renew with going forward. These are not questions that had to be asked under the old single-BBMP structure.
What the Greater Bengaluru Authority Actually Is
The GBA is a state-created authority intended to coordinate governance across what was previously administered as a single BBMP jurisdiction, now reorganised into multiple city corporations operating under it. The new structure is in place, but the precise division of functions, including which day-to-day licensing and regulatory functions sit with the individual corporations versus the GBA itself, may continue to be refined by the Government of Karnataka and the GBA, so confirm the current allocation. Businesses should treat the GBA's own site as the authoritative, current source on structure and jurisdiction rather than relying on descriptions of the old BBMP process.
What a Trade Licence Covers, and Why the Issuing Body Matters
A trade licence is the local civic permission required to operate specified categories of business (shops, eateries, and various other trades and occupations) within a municipal jurisdiction, and it typically needs periodic renewal to remain valid. The issuing authority is also the enforcement authority: it is the office that can inspect premises, act on non-compliance and process renewals or changes to licence details.
During a jurisdictional transition, three practical questions matter more than usual for any Bangalore business:
- Which corporation, under the GBA structure, your premises now fall within.
- Whether your existing BBMP-issued trade licence record has been carried over to the correct successor office, or whether it needs to be re-registered or re-mapped.
- Where and how your next renewal needs to be filed, since the office you dealt with previously may not be the one handling renewals going forward.
Practical Steps for Businesses During the Transition
Businesses currently holding a BBMP trade licence, or planning to apply for a new one, should treat this as a period requiring extra verification rather than routine renewal:
- Confirm which corporation under the GBA structure now administers licensing for your premises' location.
- Check whether your existing licence record has transferred to that corporation, or whether a fresh registration step is required.
- Before a renewal falls due, verify the correct filing office and process rather than assuming the previous BBMP procedure still applies unchanged.
- Keep copies of all previous BBMP correspondence and licence certificates, since these are the records that establish continuity if a successor office needs to verify your licence history.
- Watch the GBA's own communications for updates, since the transition timeline and the precise allocation of functions between the GBA and individual corporations is expected to be clarified in stages.
Renewal Timing During a Governance Transition
Trade licence renewal cycles are generally periodic and time-bound, and the consequences of a lapsed licence, whether continued operation is affected or penalties apply, are matters set by the relevant municipal law and are not something to estimate. During a jurisdictional transition specifically, the practical risk is procedural delay: a renewal application filed with the wrong office, or filed correctly but processed slowly while the successor administration is still settling in. Businesses with a renewal due in the near term should start the verification and filing process earlier than they otherwise would, precisely to leave room for that kind of delay.
What PNPC Does
PNPC assists Bangalore businesses in tracking the BBMP-to-GBA transition as it affects trade licence jurisdiction. This includes: confirming which corporation or authority currently administers licensing for a client's premises; reviewing existing trade licence records and identifying whether any re-registration or record transfer is needed; preparing and filing renewal applications with the correct current authority; and coordinating with GBA or corporation offices on behalf of clients where jurisdictional questions arise. PNPC does not guarantee licence approval or renewal timelines, which remain at the discretion of the issuing authority.
