ESI Registration in Bangalore: What Local Businesses Need to Know

PNPC Global Content Team··Source: ESIC (central)

Key takeaways

  • ESI registration and coverage criteria are set nationally by ESIC and apply the same way regardless of state
  • Coverage depends on both establishment category and employee wage levels, both prescribed under the Code on Social Security, 2020 and ESIC notifications
  • Always confirm the current headcount threshold and wage ceiling on the ESIC portal before assuming older figures apply
  • Ongoing compliance, enrolment, contributions, and returns, is as important as the initial registration step
  • PNPC helps Bangalore employers with mixed white-collar and support-staff workforces classify employees correctly for ESI coverage

What ESI Registration Is

Employees' State Insurance (ESI) registration enrols an establishment with the Employees' State Insurance Corporation (ESIC), bringing eligible employees under a scheme that provides medical care and certain cash benefits in situations such as sickness, maternity, and employment injury. Like EPF, this is a central social security scheme. Since 21 November 2025 it has been governed by Chapter IV of the Code on Social Security, 2020, which repealed the ESI Act, 1948 (rules and schemes under the old Act continue for a transition period to the extent consistent with the Code), and it is administered nationwide through a single ESIC framework and online portal. The registration process, the eligibility criteria, and the benefit structure are the same for an establishment in Bangalore as for one anywhere else in India.

Who Needs to Register

Establishments that fall within the categories covered under the ESI provisions of the Code on Social Security, once they cross the applicable employee headcount, and whose covered employees fall within the wage ceiling prescribed under the scheme, become liable for mandatory ESI registration. Both the headcount threshold and the wage ceiling are set under the Code and ESIC notifications and revised only through formal notification, so businesses should check the current figures directly on the ESIC portal rather than assuming a figure from an earlier year still applies. This article deliberately avoids stating those figures for that reason.

Coverage under ESI also depends on the nature of the establishment; certain categories of business fall within the scheme's ambit while others do not, and this classification is determined under the Code and its notifications rather than by location.

What the Registration Process Involves

An employer registers the establishment on the ESIC portal, submitting incorporation documents, employee details, and wage data. Once registered, ESIC issues a registration number, and the employer is required to enrol eligible employees, deduct and deposit contributions periodically, and file returns through the same portal. Employees covered under the scheme receive an insurance number that entitles them to medical treatment at ESIC-empanelled dispensaries and hospitals, along with cash benefits during specified contingencies.

Ongoing Compliance After Registration

As with EPF, registration is only the first step. Employers need to keep employee enrolment current as staff join or their wages cross the coverage ceiling, deposit contributions within the prescribed schedule, and file periodic returns accurately. Establishments should also be aware that ESIC inspections can review wage records and contribution history, so maintaining clean, reconciled payroll data matters for compliance, not just for the initial registration.

Is There Anything Bangalore-Specific About This?

As with the other central labour registrations, no: ESI registration, eligibility, and the benefit structure are uniform across India, and there is no Bangalore-specific ESIC form or process. What is genuinely local is the profile of businesses PNPC's Bangalore office assists with ESI registration: manufacturing and light industrial units on the city's outskirts, business process and IT-enabled services companies with large support staff bases, and retail or hospitality operations, since these sectors commonly employ staff whose wages fall within the ESI coverage ceiling. Bangalore's mix of a large white-collar technology workforce alongside a substantial base of support-function and operational staff means many local employers end up managing a workforce that is partly covered under ESI and partly outside it, which makes accurate wage-band classification an important part of getting registration and ongoing compliance right.

Why Wage-Band Classification Deserves Ongoing Attention

Because ESI coverage depends on an employee's wages falling within a defined ceiling, an employee's coverage status is not fixed for the life of their employment; a salary increment that pushes wages (as defined under the Code on Social Security, not simply gross pay) above the ceiling changes their coverage position, and this needs to be tracked and reflected correctly in ongoing filings rather than assumed to stay constant. Bangalore's competitive hiring market, particularly for operational and support roles where salaries are periodically revised to retain staff, means employers can end up with a workforce whose ESI status shifts more often than a static compliance checklist would suggest.

Employers also sometimes misclassify contract or outsourced staff working on their premises, assuming that because such workers are technically employed by a separate contractor, ESI coverage is entirely that contractor's responsibility. Depending on how the arrangement is structured, the principal employer can retain compliance obligations connected to workers engaged through a contractor on its premises, which is a further reason to treat ESI compliance as a recurring review rather than a registration completed once and then left unmonitored.

Employers moving staff between covered and non-covered wage bands should also keep clean historical records of when each change took effect, since ESIC inspections can review contribution history over an extended period, and a gap in documentation is harder to resolve after the fact than a wage-band change flagged and filed correctly at the time it happened.

What PNPC Does

PNPC assists Bangalore-based employers with ESI registration and compliance in the following ways:

  • Reviews the establishment's category, employee headcount, and wage structure against the current coverage criteria published by ESIC.
  • Prepares and files the ESI registration application on the ESIC portal.
  • Advises on classifying employees correctly by wage band to determine who falls within scheme coverage.
  • Assists with ongoing contribution deposits, employee enrolment, and periodic return filings.
  • Coordinates with the client's HR and payroll functions ahead of ESIC inspections or audits.
PNPC does not set contribution rates, wage ceilings, or headcount thresholds; these are prescribed by ESIC and should always be verified on the official portal.

The Karnataka obligations that sit alongside this

Payroll is where central and state rules genuinely collide, and it is the part of the picture that does not transfer between cities. Provident fund and ESI are central schemes, but they are administered through regional and sub-regional offices, so a Bangalore employer deals with the offices covering Karnataka for registration, inspection and any dispute. Layered on top are two purely Karnataka obligations: registration under the Karnataka Shops and Commercial Establishments Act, which governs working hours, leave and records (the Karnataka Shops and Commercial Establishments (Amendment) Act, 2026, in force from September 2026, moved registration to digital processing and exempts establishments with ten or more workers that are registered under the Occupational Safety, Health and Working Conditions Code, 2020 from separate registration — confirm the current requirements), and professional tax, deducted from salaries and remitted by the employer. On the latter, Karnataka levies professional tax monthly, filed and paid through the Karnataka Commercial Taxes Department's e-PRERANA portal (ptax.karnataka.gov.in) by the 20th of the following month. The Article 276 ceiling of Rs 2,500 a year is constitutional and common to every state; the slabs, the portal and the cadence are not.
