FSSAI Registration & Licensing (Basic, State & Central) in Bangalore: What Local Businesses Need to Know

PNPC Global Content Team··Source: FSSAI (central)

Key takeaways

  • FSSAI licensing has three categories, Basic, State and Central, determined nationally by turnover and business activity
  • The application process runs through FSSAI's central online system regardless of state
  • Bangalore's dense restaurant, cloud kitchen and food-tech market often outgrows Basic Registration quickly, making category review a recurring need
  • Under-applying for the wrong category and lapsed renewals are the most common compliance gaps
  • PNPC assists with category assessment, filing and renewal tracking, but does not control FSSAI's inspection or approval timelines

What FSSAI registration or licensing means for a food business

Any business in India that manufactures, processes, stores, distributes, imports or sells food, including restaurants, cloud kitchens, packaged food brands, cafes and food delivery operations, needs authorisation under the Food Safety and Standards Authority of India (FSSAI). Depending on the scale and nature of the business, this authorisation takes one of three forms: Basic Registration for very small operators, a State Licence for mid-sized businesses, or a Central Licence for larger operators and businesses involved in import, export or operating across multiple states. Which category applies is determined by criteria FSSAI sets nationally, principally turnover and the nature of the business activity, so businesses should confirm the current thresholds directly on the FSSAI portal rather than relying on outdated figures.

FSSAI is a central regulatory authority and the registration and licensing categories, application forms and standards it applies are the same across every state, including Karnataka. A Basic Registration filed by a Bangalore cafe is processed under exactly the same criteria and the same online system as one filed by a cafe in Kolkata or Ahmedabad.

How the categories work and how the process runs

Basic Registration applies to small food businesses, typically petty manufacturers, small retailers and home-based food operators, below the applicable turnover threshold. A State Licence applies to medium-sized manufacturers, processors and traders operating within a single state above the Basic threshold. A Central Licence applies to large manufacturers, importers, exporters, and businesses operating across multiple states or in specific categories FSSAI designates for central licensing, such as certain food import operations. Government offices, defence establishments and railway catering also fall under specific licensing tracks.

The application process itself, whether Basic, State or Central, runs through FSSAI's central online licensing system. It requires the business to submit its constitution documents, premises details, a food safety management plan appropriate to the scale of operation, and, for licences above the basic level, additional supporting documents depending on the business category. Renewal has to be tracked against the validity period selected at the time of application, and businesses that let a licence lapse can face disruption to operations, so renewal timelines should always be checked against the current licence certificate rather than assumed.

Why this matters for Bangalore's food business market

Bangalore has one of India's largest and most varied food service markets: a dense base of restaurants, cloud kitchens, quick-service chains, packaged food and beverage brands, and food-tech platforms operating out of the city. Many of these businesses start with a Basic Registration at a single outlet and then need to move to a State Licence, or in some cases a Central Licence, as they expand into multiple outlets or start supplying across state lines, a growth pattern that is common in Bangalore's food-tech and cloud kitchen scene specifically.

Because the licensing framework itself does not vary by state, the category a Bangalore business falls under and the process it follows are set by FSSAI's national rules. What is genuinely local is the practical side: identifying the correct designated officer's jurisdiction for a Bangalore premises, coordinating any required inspection, and managing licence category transitions as a growing Bangalore food business scales beyond a single outlet or a single state.

Common issues that come up in practice

Food businesses frequently run into two problems: applying for the wrong category (usually under-applying, staying on Basic Registration after turnover has grown past the threshold, which creates a compliance gap) and letting licences lapse because renewal was not tracked against the certificate's actual validity date. Multi-outlet operators in Bangalore also sometimes need clarity on whether each outlet needs its own registration or licence, which depends on how the business is structured and where processing or storage actually happens, an area worth a specific check rather than assumption.

Handling licensing across a multi-outlet or cloud kitchen network

Bangalore's cloud kitchen and multi-brand restaurant model creates a specific licensing question that a single-outlet business rarely faces: whether one licence covers multiple brands operating from the same kitchen, or multiple locations operating under one brand, and how FSSAI's rules on this apply to the business's actual operating structure. Because FSSAI licensing is tied to the premises and activity rather than the brand name displayed to customers, a business running several delivery-only brands from one kitchen has a different licensing analysis than one running the same brand from several separate kitchens across the city.

Getting this wrong is a common, avoidable gap: a business assumes a single licence for the parent entity is sufficient across every outlet or every brand it operates, when FSSAI's requirements may call for separate registration or licensing per premises. Reviewing the actual operating footprint against FSSAI's premises-based licensing logic before opening additional outlets or launching additional delivery-only brands avoids having to retroactively regularise several locations at once.

What PNPC does

PNPC's Bangalore office assists food businesses through FSSAI registration and licensing. This includes:

  • Assessing the business's turnover, activity and structure to identify the correct category, Basic, State or Central
  • Preparing and filing the FSSAI application, including the food safety management plan and supporting documents
  • Coordinating with the designated FSSAI office for any required inspection or clarification
  • Advising on category transitions as the business grows or expands to new outlets or states
  • Tracking licence validity and assisting with timely renewal
  • Reviewing existing licences for businesses that are unsure whether their current category still matches their scale of operation
PNPC assists, prepares and files these applications and coordinates with the FSSAI office; the firm does not control FSSAI's inspection scheduling or approval timelines, which rest with the regulator.

Central registration, Karnataka touchpoints

Registration here is granted under a central law and the certificate is valid across India, so the core process does not change by city. The local element is in the touchpoints. Where a licence has a state-administered tier, the application is processed by the Karnataka authority rather than centrally, and inspections are carried out locally. Alongside it a Bangalore business will separately hold registration under the Karnataka Shops and Commercial Establishments Act and a professional tax enrolment, where Karnataka levies professional tax monthly, filed and paid through the Karnataka Commercial Taxes Department's e-PRERANA portal (ptax.karnataka.gov.in) by the 20th of the following month. On the municipal side, the municipal layer changed materially on 1 September 2025: the Bruhat Bengaluru Mahanagara Palike was dissolved under the Greater Bengaluru Governance Act, 2024 and replaced by the Greater Bengaluru Authority, under which the city is administered by five corporations - Bengaluru East, West, North, South and Central. The statutory basis for a trade licence is unchanged (Schedule X read with section 353 of the Karnataka Municipal Corporation Act, 1976); what changed is which corporation administers it for your ward, and that is worth confirming directly while the transition beds in.
